2.   Bid Submission

o Submission of Bid (Online):  6. 3. 2026, 10:00 AM - 9. 3. 2026, 11:00 AM

* The bid price must include all applicable Goods and Services Tax (GST).(However, if the bidder is exempt from GST, the final contract amount shall exclude GST.)

* Submissions through any channel other than the above email account (india@kocca.kr) will not be accepted.

3.   Proposal Submission

* Please prepare all required documents in electronic file format in accordance with the submission guidelines and submit them accordingly.

* The original documents must be submitted after being selected as the successful bidder and before the contract is executed.

* As the submission deadline approaches, there is a possibility of errors such as internet delays or missing attachments. Therefore, please ensure that you complete your submission well in advance of the deadline.

* Submissions are accepted only through the above email account (india@kocca.kr).

4.   Bidder Selection Method

o Bidding Method: Open Competitive Bidding / Lump-Sum Bid

o Contract Method: Contract through Negotiation

- Evaluation Method: Proposal(Technical)+Price,
 Comprehensive Evaluation (Proposal:Price = 90:10) 

o Technical Evaluation Date: To be announced; offline evaluation planned.

o Bid Opening Date: Immediately after completion of the technical evaluation.

The detailed evaluation schedule will be announced separately after the proposal submission deadline. A presentation file summarizing the proposal (in PPT or PDF format) must be submitted together with the proposal. (Company-identifying information must be removed.)

5.   Eligibility Criteria for Bidders

o Companies that have a registered corporate entity (head office or branch office) in India.

   * Bids submitted by entities that do not meet the above qualification requirements shall be deemed invalid.

6.   Joint Bidding: Not permitted.

7.   Documents for Bid Participation and Proposal Submission

* For copies with company information removed, any identifiable information on the cover page and inner pages — including company name, CI (corporate identity), and representative name — must be deleted before submission. Failure to remove such information may result in disadvantages during evaluation.

* For document formats related to bid documents and proposal preparation, please refer to the Annex Forms of the Request for Proposal (RFP).

* Proposals will not be accepted if bid participation qualification documents are not submitted.

* All submitted documents must have been issued before the day prior to the bid closing date and must be within their validity period. Documents whose validity period has expired at the time of the bid closing will not be accepted.

8.   Payment and Forfeiture of Bid Bond

When submitting an electronic bid, the payment of the bid bond shall be waived, as it is recognized as a “Bid Bond Payment Pledge” pursuant to Articles 37 and 38 of the Enforcement Decree of the 「Act on Contracts to Which the State is a Party」. However, if the successful bidder fails to execute the contract within the designated period without justifiable reason, the bid bond must be paid (forfeited), and the bidder will be subject to restrictions on bid participation qualification as an unqualified contractor.

9.   Invalid Bid

o  Article 39 of the Enforcement Decree and Article 44 of the Enforcement Rules of the Act on Contracts to Which the State is a Party, where a person without bid participation qualification has submitted a bid.

o If the successful bidder fails to execute the contract within the designated period.

o If, prior to the time of bid participation, the bidder had entered into a consignment service contract with the Korea Creative Content Agency (KOCCA) and was evaluated as having failed to faithfully perform said contract. 

◎ Other Matters

o Those wishing to participate in the bid must thoroughly familiarize themselves with all matters necessary for bidding, including the Request for Proposal, 「the Act on Contracts to Which the State is a Party」, 「the Ministry of Economy and Finance Contract Regulations」, and other relevant regulations prior to submitting a bid. Responsibility for any failure to do so lies with the bidder.

o Submitted proposals may not be revised or supplemented without the approval of the Agency, and all costs incurred in relation to this proposal shall be borne by the bidder.

o  After submitting the proposal, please ensure that you confirm the final submission status through the system. All responsibility arising from failure to confirm the final submission status of the proposal lies with the bidder.

o If the proposal (electronic file) is not received on the server by the submission deadline (including cases not submitted through the designated submission channel), or if there is a defect in the attached file, it shall be deemed as not submitted. Failure to submit a proposal will result in the bid being declared invalid.

o If necessary, supporting documentation confirming the proposal contents may be requested, and the bidder must comply with such requests.

o The entire technical evaluation process may be recorded for the protection of evaluees and other purposes.

o All survey data and outputs produced as a result of performing the project are the property of the Korea Creative Content Agency (KOCCA) and may not be provided to third parties or used for any purpose other than this project without the approval of KOCCA.

o If the successful bidder has unpaid national or local taxes, the contract cannot be executed.

o Upon execution of the contract, one copy of a Non-Disclosure Agreement and a confirmation of enrollment in the four major social insurance programs for participating personnel must be submitted. (Refer to the Request for Proposal forms)
